GOVERNING ARTIFICIAL INTELLIGENCE FOR DEMOCRACY: LAW, RIGHTS, AND ACCOUNTABILITY

On behalf of the Center of Democracy and National Resilience, Universitas Sebelas Maret, it is with great pleasure that we welcome you to the 6th International Conference on Democracy and National Resilience 2026. This conference will be held on an online basis from 19th to 20th September 2026 at Universitas Sebelas Maret, Surakarta, Indonesia.

The expansion of AI use that has spread widely in various aspects of life, has showed present complex implications, particularly in the context of law, human rights, and democracy. Thus, AI existence is inseparable from the legal framework and principles of democracy. However, to date, there is a lack of uniformity in AI regulations, resulting in fragmented AI regulations that tend to lag behind rapid technological developments. This gap between innovation and regulation creates unique challenges in building an effective legal protection system.

Furthermore, in democratic context, the use of AI also has implications for the quality of public participation and the formation of public opinions. Thus, affecting the collective decision-making process in a democratic system and should be the concern of the Government where this technological dominance could undermine the principle of popular sovereignty unless balanced by adequate oversight mechanism.

Indonesia has a constitutional commitment to realizing people’s sovereignty through transparent, accountable, and participatory governance. However, more than two decades after the Reformation, challenges in realizing democratic lawmaking remain layered. The legislative process is often closed, rushed, and lacks genuine public participation where many strategic policies are instead laden with the interests of political and economic oligarchies closely intertwined with the ruling elite. On the other hand, digital policies such as expanding the digital economy, big data, and regulations on personal data protection have not fully prioritized public interests. The digital access gap especially the potential for data exploitation poses new risks in the digital transformation era, which should support the democratization of knowledge and an inclusive economy.

We are honored to feature distinguished keynote speakers and a diverse array of participants from across the globe. It is our hope that this virtual gathering will spark meaningful dialogue, foster new collaborations, and inspire innovative solutions to dismantle oligarchic dominance and uphold green and digital justice.

Author Guidelines

  • ICDNR 2026 invites submission of the manuscript which focus on a specific topic of the conferences and/or related to the topic of “Governing Artificial Intelligence for Democracy: Law, Rights, and Accountability”
  • All papers must be original, only English written papers are accepted, which is NOT simultaneously submitted/published/under consideration anywhere in other conferences/journals.
  • All papers will be subjected to a peer review by a technical program committee.
  • The plagiarism checks results should have a maximum similarity of 20 percent.

Abstract Submission

  • ICDNR 2026 invites submission of the abstract by 28 August 2026.
  • Abstract should be 200 – 300 words (excluding abstract title, authors, and affiliations) and a recap of the major important aspects of the whole paper.
  • The paper includes the full names of all authors, institutional affiliations, and the corresponding author’s email address
  • At the beginning of abstract submission please follow “abstract template” as shown in the link bellow.

Manuscript Preparation

Before all of you submit the manuscript, please follow the guidelines when preparing your paper:

  • The paper includes the author name and affiliation (full address including country).
  • The File is free of formatting errors (e.g. corrupt equations, missing or low-resolution figures).
  • All pages are portrait (landscape pages should be rotated).
  • Figures are placed within the text, not collected at the end of the document.
  • A thorough proofread is conducted to check the standard of English and ensure wording is clear and concise.


Document format style:

Manuscript type on A4 Margin Top: 5.2 cm, Bottom: 5.2 cm, Left: 4.4 cm, Right: 4.4 cm; for body text use one column; single line spacing; and black color font.

References must use a reference management tool (Mendeley) with the Springer – MathPhys (numeric, brackets) system. Only the related references in the text are listed in the bibliography. Minimum of 10 references provided that 80% are from primary sources and from the last 10 years.

We apply plagiarism scanning with Turnitin and Google Scholar before the article is subjected to a substantial review process.

Peer Review Process

All submitted papers will be processed through a formatting review by the editor and a substantial review by reviewer. The reviewing process is conducted by a single-blind review. The reviewers are chosen by an editor based on their expertise. The decision regarding article publication is based on the review result.

Participants will be charged based on the recommendation given by the scientific committees alongside the participant’s agreement. Payment of article processing will be informed once the final notification of the publication platform is released.

Authors must submit their papers through the system. Please note that we don’t accept submissions by email.

Publication Opportunity

The conference will facilitate post-conference publication in Indexed Proceedings.
